The proposal amending the state subsidies law for specific entities envisages increasing the spending limits for closure activities at multiple salt, sulfur, and coal mines. By 2027, these expenditures are projected to cumulatively rise by 104.3 million PLN.
Enhanced subsidy limits for salt and sulfur mines
The 2020 legislation provides subsidies for the following entities: Bochnia Salt Mine, „Wieliczka” Salt Mine, Mine Restructuring Company, Coal Mining Museum in Zabrze, „Machów” Sulfur Mine in liquidation, and the Industrial Development Agency.
Current expenditure caps for the years 2025-2027 stand at 127 million PLN, 125.7 million PLN, and 122.8 million PLN, respectively. The amendment proposes raising these to 182.6 million PLN, 135.5 million PLN, and 161.6 million PLN.

The justification states that raising the caps results from greater demand for state funds, supported by ongoing observation by the minister overseeing energy raw materials management regarding the progress of statutory task implementation.
Bochnia Salt Mine set to receive additional 430 thousand PLN
Bochnia Salt Mine is slated to get an extra 0.43 million PLN for covering increased operational costs, particularly the liquidation of post-mining excavations.
The spending cap for „Machów” Sulfur Mine will rise by 2.3 million PLN due to energy price hikes and the need to develop project documentation for further concepts securing the excavation site of the former „Piaseczno” Sulfur Mine.
The expenditure limit for the Mine Restructuring Company will increase by 100.5 million PLN, partly for alterations to the „Bolko” pumping station drainage system to protect the cities of Bytom and Piekary Śląskie and safeguard the „Bobrek” coal mine.
Million PLN more for the Industrial Development Agency
Conversely, the Industrial Development Agency will see its cap raised by over 1 million PLN due to general price and service cost inflation. Meanwhile, „Wieliczka” Salt Mine and the Coal Mining Museum in Zabrzu, as per the justification, do not require increased expenditure limits.
The Regulatory Impact Assessment notes that costs for tasks performed by entities covered by the act will be covered from the state budget portion managed by the minister for energy raw materials management, without requiring an additional increase in its overall limit.
